Subject: Request for Intersection Clearance Wanda Ave. and Beech St.

Dear City Clerk and Streets Department Superintendent,

I am writing to formally request action by the Streets Department to ensure intersection clearance in accordance with city ordinance Section Sec. 2.06. - Obstructions to vision at street intersections prohibited.
Specifically, I would like to address the intersections of Wanda Ave. and Beech St. in Shelly’s Homesites, where current sight distance obstructions are creating potential safety hazards for motorists and pedestrians.
Additionally, trees located in the servitude area near the Plantation Management maintenance building on Beech St. are obstructing sight distance visibility from the driveway toward Wanda Ave. These obstructions fall within the city's responsibility for servitude clearance.
To improve sight distance visibility, I respectfully request the following actions:
  • That the Streets Department address sight distance visibility at the following locations:
  • Wanda Ave. and Beech St. intersection
  • Plantation Management maintenance building parking lot exit onto Beech St.

Division 2. – Dangerous Intersections Sec. 90-36 - Elimination: The street department superintendent is hereby authorized and directed to establish and carry out a program designed to eliminate dangerous intersections caused by obstructions such as shrubbery, fences, trees and other similar growth located within the street right-of-way or immediately adjacent thereto.

Sec. 2.06. - Obstructions to vision at street intersections prohibited.
Corner lots located at the intersection of public streets have to conform to the general yard requirements shown in Table 2, and Article 14 in addition to requirements to provide an unobstructed view for motorists approaching the intersection.

The triangular shaped area of this unobstructed view, is defined by the right-of-way lines of the intersecting streets or roads and a diagonal line drawn between two points on the center line of each street or road, 80 feet from the intersection of the streets or roads. Within this triangular shaped area there shall be no visual obstruction between a height of two and one-half feet to nine feet above the average grade of the centerlines of the intersecting streets or roads.

When establishing yard requirements of corner lots based on table 2, article 14 and this section, the more restrictive requirements shall govern.

To quantify Section 2.06 for Shelly’s Homesites and other residential areas with a 50-foot street right-of-way, the more commonly used 30-foot curbline measurement from the intersection can be adopted. Even when streets are offset by more than 5 feet, a curbline measurement ensures that sight visibility is unobstructed for a minimum of 30 feet, in compliance with Section 2.06.
